Representative Nanette Barragán Honored With NHSA PROMISE Award for Championing Early Childhood Programs
ALEXANDRIA, Va. — The National Head Start Association has awarded Congresswoman Nanette Diaz Barragán (CA-44) the PROMISE Award in recognition of her unwavering leadership and commitment to America’s children and families.
The PROMISE Award is given annually to federal leaders who have demonstrated exceptional commitment to Head Start’s mission of ensuring every child, regardless of circumstance, is ready to succeed in school and in life.
“Head Start changes lives,” said Rep. Barragán. “It supports working families, and gives every child — no matter their zip code — a fair shot. I’m proud to stand with Head Start and for the resources and respect this program deserves.”
Congresswoman Barragán has led key efforts in Congress to protect and expand access to Head Start, particularly for families and children with low incomes or experiencing homelessness.
Rep. Barragán’s national recognition stems from a body of work focused on early childhood equity and maternal health. In May 2025, she led the California Democratic Congressional delegation in requesting the Administration to fully fund Head Start.
“Congresswoman Barragán has been a steadfast champion for Head Start children and families,” said Yasmina Vinci, executive director of the National Head Start Association. “Her leadership reflects a deep understanding that early learning and family support are essential to our nation’s future. We are proud to honor her with the PROMISE Award and grateful for her tireless work to ensure every child has the opportunity to thrive.”
In 2024, Rep. Barragán led a letter urging the Office of Head Start to improve outreach and streamline enrollment for children experiencing homelessness — emphasizing the unique barriers these families face.

The National Head Start Association (NHSA) presents the PROMISE Award to members of Congress who have gone above and beyond to uphold the “Head Start promise”— that every child, regardless of their background, can have access to a high-quality early learning experience. Past recipients include longtime champions of early childhood policy across both parties.
