Public Witness Testimony of Lori Milam submitted to the Subcommittee on Labor, Health and Human Services, Education, and Related Agencies Senate Committee on Appropriations addressing FY 2023 Appropriations.

Lori Milam is the executive director of the West Virginia Head Start Association (representing 21 programs) and provided testimony regarding the neglected and underinvested workforce in WV and across the nation. In this testimony, Milam describes some of the countless ways the the workforce in Head Start and Early Head Start Programs is in crisis. The request is for immediate action to help address the spiraling labor situation by supporting NHSA’s recommended FY23 appropriations funding.
