From funding decisions to program improvements, Congress shapes the future of Head Start. Federal resources flow to locally designed Head Start programs, giving communities flexibility to meet local needs, strengthen local economies, and partner with local organizations to provide essential services—all while supporting parents in raising their children the way they choose.

NHSA engages directly with legislators, providing testimony, submitting formal comments, and meeting with policymakers to ensure they understand the impact of Head Start. By bringing the voices of parents, staff, alumni, community partners, and local leaders to Washington, D.C., we help decision makers see how Head Start benefits every congressional district.
