Appropriations Bill Passes House, Heads to Senate

Bipartisan proposal that would avert a shutdown includes an $85 million increase for Head Start.

ALEXANDRIA, Va. — The National Head Start Association (NHSA) welcomed yesterday’s passage in the U.S. House of Representatives of the Labor, Health and Human Services, Education, and Related Agencies (Labor/HHS) funding bill, which proposes an $85 million increase for Head Start in fiscal year 2026 (FY26), including $75 million dedicated to cost-of-living adjustments (COLA).

The bipartisan bill, negotiated between the House and Senate, now advances to the Senate ahead of the current Continuing Resolution’s expiration on January 30, 2026. The proposal is part of the broader FY26 appropriations package now under consideration by Congress.

“This increase is not at the level Head Start needs to fully meet rising costs and growing demand, but it is a meaningful step forward in what is a truly challenging appropriations environment,” said NHSA’s Executive Director Yasmina Vinci. “At a time when programs across the country are grappling with workforce shortages, inflation, and higher operating costs, additional funding helps stabilize services for children and families who rely on Head Start every day.”

While NHSA had urged Congress to make a more robust investment in Head Start to address longstanding underfunding, the proposed increase reflects months of sustained advocacy by Head Start parents, staff, and community members nationwide. The inclusion of a COLA funding, although minimal, acknowledges the urgent need to support the Head Start workforce and the comprehensive services our programs provide.

“Make no mistake, this funding does not close the gap,” Ms. Vinci continued. “But given the uncertainty and complexity of the FY26 appropriations process over the past year, this proposal represents real progress and demonstrates that Congress is listening to the Head Start community.”

NHSA will continue working with Senators in advance of the final vote, and will provide updates to the Head Start community in the days ahead. NHSA remains committed to advocating for the funding levels necessary to ensure Head Start can continue to deliver high-quality early learning, health, and family support services to children and families in every corner of the United States.
