National Head Start Association Honors Congressional Champions for Children and Families at 2026 Winter Leadership Institute

Six U.S. senators recognized for leadership and commitment to Head Start and early learning

WASHINGTON, D.C. – On January 28, 2026, the National Head Start Association (NHSA) recognized six members of the United States Senate for their leadership and steadfast commitment to Head Start, the comprehensive early childhood development program serving infants, young children, and their families nationwide.

Senator Dick Durbin (D-IL) received NHSA’s highest honor, the Robert E. Cooke Lifetime Achievement Award, in recognition of his decades-long dedication to Head Start and to advancing opportunities for children and families across the country. Named after the visionary pediatrician who chaired the original planning committee for Head Start in 1965, the Robert E. Cooke Lifetime Achievement Award honors individuals whose careers reflect an extraordinary and sustained commitment to the program. A longtime Head Start advocate, Senator Durbin has built a legacy defined by unwavering support for early learning, family well-being, and the comprehensive services that Head Start provides.

“Senator Durbin’s leadership embodies the very spirit of the Robert E. Cooke Award,” said NHSA Executive Director Yasmina Vinci. “As he prepares to retire at the end of 2026, we honor his illustrious legacy rooted in integrity, partnership, and an unshakable belief in the potential of every child. The Head Start community is profoundly grateful for his decades of service.”

In addition, NHSA honored Sen. Michael Bennet (D-CO), Sen. Cindy Hyde-Smith (R-MS), Sen. Andy Kim (D-NJ), Sen. Roger Marshall (R-KS), and Sen. Dave McCormick (R-PA) with the 2026 Protecting Our Most Important Students Early (PROMISE) Award, which recognizes members of Congress who have demonstrated sustained commitment to protecting and strengthening Head Start and expanding access to comprehensive early learning opportunities nationwide.

“Each of these Senators understands that Head Start is more than an early learning program — it is a lifeline for families and a cornerstone of opportunity in communities across the country,” said NHSA Executive Director Yasmina Vinci. “Their leadership reflects a deep understanding that investing in children early strengthens families, supports the workforce, and builds a more equitable future for our nation.”

The awards were presented during NHSA’s annual Head Start Breakfast on the Hill, held in conjunction with NHSA’s 2026 Winter Leadership Institute. The institute convenes Head Start parents, alumni, staff, and advocates from across the country for four days of learning, collaboration, and federal advocacy, including briefings, panel discussions, and meetings with congressional offices focused on strengthening Head Start programs nationwide.
