NHSA Statement on FY26 Appropriations for Head Start

ALEXANDRIA, VA The National Head Start Association issued the following statement in relation to the Fiscal Year 2026 (FY26) Labor, Health and Human Services, Education, and Related Agencies Appropriations Act as passed by the Senate Appropriations Committee earlier today.

“The National Head Start Association (NHSA) appreciates the Senate Appropriations Committee’s continued commitment to young children and their families by funding Head Start at the proposed $12.36 billion funding level for FY26. We hope that the inclusion of $77 million for a cost-of-living adjustment (COLA) will provide some relief to Head Start programs, and are encouraged by the $8 million provided to extend the Tribal Colleges and Universities – Head Start Partnership Program.

These investments will allow Head Start to continue the essential role it plays in supporting children, families, and communities nationwide. They reflect progress — especially in a year where deep cuts were once on the table.

The committee’s attention to facility improvements, the impact of regional office closures, and timely grant award processes are also deeply appreciated. This demonstrates a bipartisan understanding of the challenges Head Start programs face and the importance of removing barriers to access and sustainability.

But let us be clear: the work is far from finished. A 0.6% COLA is helpful, but falls short of meeting the increasing costs Head Start programs face in recruiting and retaining qualified staff, maintaining safe and high-quality learning environments, and ensuring that every eligible child, their families, and communities can benefit from the comprehensive support provided by Head Start.

As we look ahead, NHSA and the Head Start community will continue to push for bold investments and thoughtful policies that reflect the scope and urgency of our mission. We are committed to working with Congress and the administration to ensure every child, regardless of their circumstance, gets the Head Start they deserve and can succeed in school and life.”
